What? WHAT?! I can't believe you made that connection... Skimmed through the article so I might have to re-read it again after I watch The Little Prince, I last watched it (Arabic Dub) when I was 7-8 years old and the memories are blurry.

By now you should have seen it. I am also sure you now realize the horrible truth that underlies it. Just in case somehow you missed how sinister and diabolical the pilot episode was I made a follow up post identifying the hidden villains this hidden Time Lord must defeat.

It's Rose Girl according to Wikipedia. IMDB doesn't list the character and the closing credits just lists the voice actress for the character under "and the voices of" so I defer to Wikipedia's authority.
